Urgent, need help with Estimated Meter Bills

My electricity supplier changed its charges however the meter had not been read for some time and all the bills had been based on estimates. They had had costant access to the meter. When they did finally read it, they applied the new higher charge to all the electric used. Two qestions 1. Whos responsibility is it to read the meter ? 2. Can they charge a higher rate even though it is obvious that all the elctricy was not used during the higher rate period?

In regards to your second question you can ask them to regress your account back and re-estimate the previous estimates on the new actual one so your usage is more apportioned to the correct charges.

They should make reasonable endevours to read you meter once every two years. And it is your responsibility to be checkin the estimates against the actual read on the meter, and updating them if it does not match.
