CCCS saying I'm not a hardship case!!!

I have just had my appointment with CCCS counsellor and he stated that I should only pay my creditors token payments (am very in debt and need help with that also - some will soon try taking me to court) and that by doing that I am not a hardship case???
When I tried to explain that if I continued to follow the payment plan of credit cards and loan I would be in deficit at the end of the month he said no I was still not a hardship case!!!
Surely I am??? I cannot make payments, I have over £2,000 in bank charges and I am really struggling with debt!!

I don't understand at all and I am so upset as getting that money back would clear my overdraft with the bank and it would be another debt cleared!!!

    Any priority debts arrears(rent/mortgage, utilities, council tax)?
    I have not worked for NatWest Bank since February 2009

    In that case I would agree with CCCS and the bank is unlikely to payout on financial hardship.
