Land Registry restriction on place we're buying

Hi,
After nearly a year of being on the market, we finally sold to a couple who sound lovely, so very pleased.
We've had our offer accepted on our new place, and all is going ahead.
I spoke to the solictor who has mentioned that this is on the land registry: RESTRICTION: No disposition of the registered estate by the
proprietor of the registered estate is to be registered without a written
consent signed by [name]
Now, the person who needs to sign actually lives next door to this place - used to live in the one we're buying and then renovated the barn and now lives in that as a separate property. My solicitor is going to find out how to get it removed and see if it's likely to cause a problem (she doesn't think it will) but just thought I'd ask here in the meantime if anyone can shed any light? It's been sold and bought once since they moved out and us buying it.
Is it something like they want approval on who moves in? Or something far more complicated than that?

Could be a number of things - I suspect the deeds created when they separated the plots contain some kind of restriction in their favour, and it is a way of maintaining control that the restriction or obligation is passed down.0
