Overseas buyer has opened paypal dispute

Last week I sold a jacket to Germany for £60, it was posted on Wednesday via airmail, now yesterday the buyer has opened an item not received dispute. :mad:
Now where do I stand with this?
I have a proof of posting and also had emailed the buyer on Wednesday to say it had been posted, surely Saturday was too early to open a dispute??
I am concerned because the buyer has over 2000 feedbcak at 100% but they are all private. All messages I have received have been in broken English and hard to understand.
My other dilema is that I have made purchases which I wish to pay today but paypal won't let me pay until I return my balance to regular standing as they've taken the money out of my account. I had already transferred the £60 out on Wednesday but I had another payment of £7.71 which they've frozen. Also can they take the remainder of the money from my bank account?
I have another credit card, can I set up another paypal account so I can pay for my items.

Assuming the jacket will arrive shortly (I'm not au fait with airmail speeds) then either a) the buyer will have to close the dispute to say it's arrived, or b) you will have to provide proof of delivery. If neither of these happens, the buyer will be refunded. Best you can probably do at this point is assure the buyer it's on the way, and if you have a tracking number, give it to them.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -
The only number I have is the one on the posting certificate from the PO. It says Germany and there's some digits after it.
I thought you can only get parcels tracked in Britain, once its out of the country it can't be tracked.

There are the equivalent of recorded and special (sort of) for some overseas destinations. International signed for (which is an additional £3.70) tracks the item but does not gurantee a signature on delivery in all cases. Airsure which is an additional £4.50 does guarantee a signature but only covers a few countries, I think germany is included.
The basic COP you have will enable you to make a claim via RM of up to £39 but will not prevent a paypal chargeback. You can't start your own claim for loss via RM thought until 25 working days from posting.
Personally I would respond too the chargeback and say that item was posted on xx date as per your emails (I am assuming you told them when it was sent) and that due to bank holidays etc it is almost certainly still in transit and you would ask them to wait a few more days /a week. You have 10 days before paypal refund them automatically so I would wait a bit longer as this was a bit quick off the mark.

Sounds like you only have a certificate of posting, the numbers are not a tracking number. You should have sent it International Signed for small packet airmail. This can be tracked within the UK on RM website & then in Germany on Deutsche Post website.The best you can do is hope the item arrives and he cancels the dispute otherwise its make a claim from RM but you will only get £39 back.0

A couple of other points, when did buyer actually pay as they should not have been able to open a dispute for 7 days anyway. AS for feedback, the German privacy laws are extremely odd and it is not uncommon for German buyers to have private feedback.
I do ship to Germany and looking at feedback left I suppose I would normally expect items to get there in around 3-8 working days. Thanks for all your replies. It was a jacket so wouldn't have fitted as a small packet airmail.
It was paid on Tuesday (April 14) and posted on Wed 15, I also emailed the buyer to tell them that it had been posted.
I can't believe that they think it should have arrived by yesterday (well having read comments in here yes I can!).
I can only hope the buyer receives it and is honest enough to confirm its arrived. I will let you know what happens.

The costs make it uneconomical and you gain nothing, that's why. My items go for less than £5 airmail postage charge adding another £4.50 onto that for airsure (on which I pay paypal percentage fees) makes it too expensive. International signed for is no good and so that limits me to a few countries that Airsure covers.I can't even limit my auctions to those countries.

You could use Google Translate to send an e-mail in German explaining when the item was posted; as long as you keep your English message very simple the translation should work. Remind them who won the war
