Advice needed. re apprenticeship and pay rates

Hi
I'm not asking for me but a friend. He is employed as an apprentice floor layer. He has however qualified/graduated last year but still on apprentice rate of £188 a week.
He has asked for his backated pay several times and all he is getting is.
"Ask the manager."
He asks the manager, manager says he will have to speak to supervisors, as they are subcontracted to the company but they have to put the money in for thier apprentices?
He speaks to supervisors. They then refer him back to manager "can never get hold of" him and now friend is really struggling.
He took on this apprenticeship on the understanding that it would be reduced pay for 3 years. Its now 4 years and he's on £188 a week still. He gets sent out on jobs to represent the compnay on his own, so he is obvioulsy capable.
Any Ideas? I suggested ACAS as both parties seem to be mucking him about pillar to post.

If his course has been completed, and he is just working full time, the he should at least be on the minimum wage, which I would have thought would be more than that depending on the hoursNever Say Die I've tried it and it doesn't actually make people die0
