3 engineers, no meter, final price

I'm on Welsh Water and I've been trying to get a meter installed. The first time around we had trouble finding the stop tap. We found it and it was inaccessible. Big hole in the wall later the 2nd engineer said the hole needed to be bigger. 3rd time around, 4 ft hole in the wall and the 3rd engineer says unfortunately due to the piping system if we installed a meter you'd get free hot water. :rotfl:

2 months wasted but my bill right now until March 2010 is £23.50 per month. I live in a large studio flat. It was £48 a month prior to this!!!
