can you claim back shopping tax from USA

i am planning to buy an diamond ring from tiffanys new york, and wondered if you can claim the state/shopping tax back if you are a visitor to the country.
my friend did this in canada so i wondered if it was the same for the USA.

    Don't think there is an easy way of claiming Tax back in the USA... (And in Canada you can only claim half the tax back)

    I think you can, how I don't know, never been able to do it each time I've been there. However, then when you get back to the UK, if the ring is over £146 (which I'm presuming it will be) you are supposed to declare it and pay UK VAT and duty on it.

    YOu could always plan to go in the tax free week in january (if you can wait til next year )

    The only place in the USA I have been able to do this is in the state of Louisiana, (at the airport).
