Talk Talk charging me for someone elses bill

On 20th January I had a direct debit set up on my account for £32.20. I found this alarming as I pay my bill every month by debit card over the phone.
I called the call centre on the 20th to query this deirect debit and the payment, only to be told that it actually related to an individual with a completly different name. The onlt thing we had in common was that we apparently bank with the same branch of RBS in Glasgow.
I was told it was likely to be a banking error so I called the bank.
They informed me that they were given the instruction to take the payment from my account.
With this I called talk talk back. It was then I realised that while in 2007 I had cancelled a direct debit it was actually set up on my joint account.
This new direct debit has been set up on my sole account which I never use for direct debit payments so I am puzzled as to how someone managed to get it.
I have reported it as a matter of fraud with my bank and the next step with be to report it to the police. I am giving talk talk the opertunity to clear this up but to be honest I don't know how far I will get.
If I don't get a response then it will be reported to the police, the industry regulator and also watchdog.
Has anyone else had the same trouble.

I used to suffer from lack of motivation.... now I just can't be arsed.
