Offers around - what are they really after?

I may be going to look at another property and the estate agent has it advertised for "offers around £60,000". I'm seeing more and more properties listed with prices titled in this way but am unsure how to approach these. I'm in Scotland so usually it is offers over a certain amount and you would say offer 5% more than the offers over, then 10%, 15% etc etc until the seller agreed the price. Is there a similar etiquette for the "offers around" scenario?

As you can probably tell, I haven't really bought and sold many properties so this is all a bit new to me. Any info appreciated.

  • Scotland is different to the rest of the u.k but normally around here its offers in the region of, in which case id say if a property was on for 150k id offer 130k and work up to my max.

    Seems similar to offers around....
