PCN received for parking on dbl yellow with disabled badge back-to-front

I took my grandmother out for lunch and parked on a double yellow, using her disabled badge and time disc to show arrival time. About 1 hour after arrival, was issued with a PCN, for parking on a 'restricted street during prescribed hours’. For a double yellow, 'prescribed hours' are '24 hours', but of course having a disabled badge, you are allowed to park on double yellows, unless there are loading restrictions, which there weren't, and in any case the PCN reason would be 'parking or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force'

The PCN was stuck pretty much on top of where the disabled badge was, unfortunately it was back-to-front, I asked my grandmother, who is nearly 100, which way round it should go, and she said photo facing forward, but of course I have checked now having received the PCN, and I should have had the other side, which has the wheelchair symbol on it, expiry date (which is August 2010), and serial number, facing forward, rather than the side which I had, which shows her name and photo.

Is the PCN valid? I assume it has been issued for having the badge the wrong way round. Have they given a valid reason?

    Yes the PCN is valid. You failed to adhere to the requirements. Unless it is facing the other way round, they cannot check whether it is still valid.

    I'll just add that it is worth an appeal. Sometimes the adjudictors will find in your favour if you explain the circumstances as you have above as it's basically a technicality they've got you on.

    If I went and parked in a pay & display with the ticket not showing properly, or the wrong way around, I would get a parking ticket.

    I fail to see the difference I'm afraid. It seems a perfectly reason that has been given.

    the counsils have to be fair ...

    Just appeal and explain what happened and they will have to sort it out but do tell them that u had displayed the badge and the clock as u are suppose to and that u dont know what happened to them and the wind could have blown it and they should give u a chance to prove that u do have a disabled badge and then they will cancel it for u.

    Get yourself on to the parking forum on pepipoo.com, where you can post photos of the double yellows and any signage, and a copy of the PCN - the wording may not necessarily be correct.

    Don't do anything before you do that.

    You have my sympathy. My mother, who's in her 80s, recently picked up 3 three parking tickets in quick succession for not having her disabled badge correctly displayed.
    Surely is would make more sense to have the expiry details etc on the same side as the photo as it would help in checking that the correct person was using the badge.

    True enough, but nine times out of ten if you send the ticket to the council, apologising for your mistake they'll waive the fee
    It's taken me years of experience to get this cynical
