electricity meter cupboard insulation

My electric meter is in a cupboard in the sitting room. the cupboard is made of fairly thin plyboard type material and the draft from it is freezing. Even now, never mind in winter. I have put some underfloor insulation at the bottom of it and I also got insulation strip material put around it but it doesn't seem to have made a difference. I do have some leftover loft insulation however and am contemplating just packing the cupboard with it. However I'm worried there might be safety implications. Anyone any ideas about this? Or any other suggestions for how I could stop the cold? It's right by where I sit of an evening so I get the brunt of it....I'd really appreciate any help...

Yes, it's at the side of the bay window sort of in the corner...0 -
The draft is probably coming from where the cable enters the building, if you can see a gap I would use some expanding foam to seal it up.0
