Mouldy bathroom ceilling!!

Hi,

I hope I have posted in the right place!! I have quite a small bathroom (4mtr x 1 1/2mtr) and we have always had a problem with a mouldy ceilling!! As for what is there already, looks like it's plasterboard that's been painted. I recently found out that my neighbour downstairs has the same problem. Any suggestions as to what (cheapish) way we can resolve would be appreciated!!!
