Recently, the global freshwater crisis issue has received much international media attention. Notably, the Scientific American Magazine has published an in-depth report at http://www.sciam.com/report.cfm?id=water
In addition, the New York Times Freakonomics column has been debating whether "Is Water Too Cheap?" at

A typical policy prescription promotes the idea of using "rising block tariffs" whereby users pay a higher volumetric charge to excessive consumption. However, I would like to highlight the flip dimension of REWARDING individuals for making an effort to reduce water wastage.
This is an exploratory study on whether incentives can influence domestic water use behaviour, specially designed to elicit individuals' stated preferences over the Internet
