    If I want to transfer from a high street bank ISA into a fixed term ISA, do I have to transfer the full balance, or can I just do half and keep the other ISA as rainy day fund?

    Assuming they are both cash isas then you can partially transfer the money you added in previous tax years. For the current tax year contributions it would need to be the full value transfer.

    so I have not put any money in my ISA yet this tax year, can I still do a partial transfer?

    Yup. To be honest I dont know why people bother with cash isas when we all now have a tax free savings allowance on normal savings with up to 5pc on current accounts and regular savers. Still each to their own.
