RBS Select Reward IS available to customers in England 10th Jun 17 at 9:59 PM
RBS has been trying to discourage applications from customers at English branches, so as to avoid messing up the (now dead) plan to revive Williams & Glyns Bank.

However one can still get the account if one lives in England. Wife and I did so by opening a Select at a Scottish branch, and then writing to them asking to add Reward to it.

No problems encountered, and we have earned well over £100 to date.

MSE website take note! Still claiming only available in branch and in Scotland, both not true.

I just don't get this statement......To apply you must be 18 or over and a UK resident

Then followed by this.........Please note that this account is not available to Royal Bank of Scotland customers in England and Wales.

    Confusing? well I am.

    That is a loophole.

However bare in mind should you ever need to provide ID for something you'll neeed to go to Scotland to provide it should the divestment go ahead.
