    Pretend I am think....

    When my daughter was 6mo we got her a passport. It ran out 5 years later and she is now 9. She now needs a new one, is this a renewal or a new application? Clear as mud....

    Renewal as she has an old passport that needs to be cancelled as part of the process

    If you still have the passport in your posession then it is a 'renewal'.

    Even if you didn't have the passport in your possession it would still be a renewal.

    Only the very first passport is ever a new application.
