    I only want it for very sporadic use so a monthly fee one is a waste of money.

    I don't mind loading fee and service fees but monthly is a waste of money.

    I just want an account which will stay active even when I don't use it so it is ready for use when I want it.

    I also want to be able to topup in cash at a local store somewhere.

    Totally virtual is fine and even preferable since I only want to use it for the odd online purchase.
