parking eye parking change notice. Do I need to pay it?

I stayed to long
got a letter today I never saw any signs or ticket machines so thought it was free turns out it is free for 2 hours and i stayed too long 
Do I need to pay it? it is not a fine it is called "parking charge notice"

you can choose to ignore it or appeal via popla(read the stckies) it would then cost parking spy/lie/cry, £27-00 +vat to take it further,its up to you which way u proceed, but if you do appeal you must firstly appeal to parking spy,folk on here will help you re formulation of letter, but please read stickies on,,,popla.0

Appeal to Parking Lie but as they'll automatically reject your appeal irrespective of what it says then don't spend any more than 30 seconds writing it as you'll have better things to do with your time.
When your rejection letter turns up with a POPLA code then that's the time to spend a bit of time drafting a proper appeal, with help from established posters here and/or on Pepipoo .The fridge is empty, the walls are damp, there's no hot water

Or instead of all the work suggested by fatandy, simply ignore all letters etc from the PPC [unless proper court papers turn up].0

They'll look something like this, but whenever you receive you need to contact the Northampton Court to double check it's genuine.

An appeal to Parking Eye 999 times out of 1000 will get a standard "appeal denied" letter.
The only good thing is getting a POPLA code to do a proper appeal via POPLA0 -
Consensus here and on other forums is to challenge (but not say who was driving nor give any info at all about what happened). See other threads, there are hundreds of Parking Eye threads you can read on here. On the first couple of pages of this forum alone there must be a dozen you could read in minutes.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

1. Pay up - not advised by many [unless you are terrified of getting a few letters]
2. Appeal, POPLA etc - requires some effort

Except that Parking Eye are starting to take things to court, from evidence on here at any rate. If you choose the POPLA route with a decent defence, it costs them time to prepare their case, £27 to go to POPLA and give you a dress rehearsal should it ever get to court.
With a decent appeal, seems like a no-brainer to me.0 -
