DuoHeater Usage

I am wondering is this normal usage for a DuoHeater? Have a 500i model in my living room and just have it on now to keep the chill out of the room which it is doing. I have background and comfort both set at 5. I have been monitoring my usage on the night tariff and I believe the 500i is using 16kwh charge at night. Is this normal for the setting? As the max xharge it should take is 18.9.
