Provisional Job Offer

I understand what a provisional job offer is and how a prospective employer can withdraw the job offer, my question is, if I sign a “Provisional Job Offer” can I then refuse the job with no action taken against me? for example, I find a more suitable job.

    Yes you can,

    I am a civil servant and did this a while a go for a permanent job that I was offered and accepted.
    I was being messed around about my starting date , so I took another permanent job with no consequences.
