no , even if the hospital cancels it in writing , its not actually "cancelled" until the invoice issuer issues a cancellation of the invoice, ie:- PE
so assuming the hospital cancels it (preferably in writing to you both) , its not actually in the bin until PE says it is
if you think your issue took time , consider the BARRY BEAVIS case where over 2 years he spent hundreds of hours on it , in 3 courts , 11 judges and lost 3 times plus had to run a fish and chip shop as well !!
hence why we are warning you about it only being cancelled when PE say its cancelled

If the hospital does cancel is that not the end of it? Do I still have to appeal to PE as well?

If a landowner cancels a PCN I normally just email PE and tell them you want them to confirm:
info@parkingeye.co.uk (for appeal stage cases)
enforcement@parkingeye.co.uk (for LBCCC and court stage cases)PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

But wow, I just looked at the drivel on the Hospital website:

You could NOT make this trash up and shows that the NHS Trust has literally swallowed the spiel without question, probably also being impressed that the ANPR system is similar to 'the technology used by NASA and Buckingham Palace' (that's what PE put in their POPLA evidence packs!).
