Overpaid via CSA - redress ?

I have overpaid CSA maintenance by approx £1500, after being told my daughter had left school and was in full-time employment but I continued to pay maintenance every week.
The CSA have contacted my ex to ask why she hadnt kept them updated - she ignored them.They have now closed the case and have sent another letter stating she owes the £1500 and again, she has ignored them.
They are now saying they have no power to make her repay this overpayment !
Is this right and if so, has anyone pursued this type of claim through civil courts - was it arduous ?

    Some time ago the CSA sent 3 giro payments to my OH he was mystified why ?
    It turned out that as he was paying through the agency and no proper contact with children
    they had left school and in employment while his ex still carried on taking the payments .
    It seems that the CS A discovered this and refunded my OH with these payments .
    May have different ways of recovery now as it was 8 years ago rules have changed .
