    There aren't 30,000 ISAs. There are 30,000 shares, funds, bonds that can be held in ISAs.

    ISAs aren't anything magic - they are just tax wrappers that hold normal investments . So you need to understand how investments work, how you create a portfolio appropriate to your needs, and how that portfolio is managed over time, first. Adding your portfolio to an ISA is the easy bit.

    Even if you engage an IFA in the construction, and possibly management, of your portfolio, you really do have to have a basic grasp of investments yourself. There is plenty of good (and bad...) reading about investments about, you just need to take the time. You could start by reading this thread.
