    They won't care about the voters.
    On a wider scale, (outside the scope of this forum, I know), the Tories know they have the next election in the bag thanks to the state of the Labour Party and the boundary changes) so there will be little appetite to appease the voters on relatively unimportant matters.

    Nobody can know what will happen in the next few years and no election is ever in the bag and only a foolish government would think like that. Cameron thought that Brexit for him was in the bag so nobody can ever predict the unknown

    Ive just sent the following to Mrs May. I expect only some underling will see it but if enough do it then she may get the message. I wonder why some labour MP's haven't got hold of this and raised it at PMQ's. should be right up their alley

    The real reason for this email is to draw your attention to the way
    that the Private parking Companies and their debt collecting associates
    are harranging people with their half truths in support of parking
    charges for alleged infringements some of which were committed several
    years ago prior to the POFA of 2012 when the prevailing advice
    (including that from a well known BBC programme) was to ignore them
    unless they could positively identify the driver and not the keeper.
    These companies who purport to be reputable legal companies are trying
    to use the assumed ignorance of the law to get people to pay the
    ridiculous charges that they are demanding.
    There are several web sites which illustrate the extent of the problem
    but it is only the tip of the iceberg shown there. Most ordinary
    people will be paying up in the light of the threats being made. A lot
    of people cannot afford this level of cash from their meagre savings or
    income.
    I am at the moment trying to assist a Carer lady who attends to my
    wife. This lady's car was in a car park in 2011 long before the POFA.
    She is now being harangued for money by a company called bwlegal.
    These debt collectors know that at that time the driver of the vehicle
    could not be identified and could have been anyone of four or five
    people who unknowingly infringed.
    This persecution of ordinary people really has to stop. Neither the
    amazingly unfair verdict of the Supreme Court in the Parking Eye v
    Beavis case or the POFA have helped. All they have done is encouraged
    these concerns to greater efforts in extorting money from people.
    I came to you because I have tried contacting my MP and Oliver Heald
    but both show little interest. (I assume that you do want a
    conservative Victory in 2020?)

    Might be worth contacting Jeremy Corbyn - he likes raising questions on behalf of the public at PMQs

    What you really want is to get Corbyn siding with the PPCs. That would focus and energise Theresa May much more than him asking questions on behalf of individuals.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Oliver Heald is indeed a minister who runs a department, but he represents his own constituents in Parliament. The way to get too him is through your own MP who will ask his department on your behalf. (Or should do) Your MP has a duty to represent you.

    Thank you for contacting me about private car parking charges.

    As I am sure you will appreciate, parking on private land is essentially a private contractual arrangement between the car park owner and the motorist in which the Government cannot usually intervene.

    To ensure motorists are treated fairly when any parking charge is pursued, vehicle keeper information is only automatically disclosed to companies that are members of an Accredited Trade Association (ATA). The ATA carries out checks on companies before allowing them to join and monitors ongoing compliance with their code of practice, which includes an independent appeals process. If a company fails to comply, it can be suspended or expelled from the ATA, during which time no data will be automatically provided to it by the DVLA.

    These Trade Associations set out in their codes of practice that the maximum level of penalty should be no more than £100. The Trade Associations also suggest their members offer a reduced rate of at least 40 per cent if payment is made within 14 days of the issue of the charge notice.

    The Government recently published a discussion paper about parking on private land. The conduct of private parking companies, including the level of charges demanded, was raised in a significant number of responses. The Government’s proposed course of action will be released in due course.

    Consumer protection regulations have also been amended to make it simpler and clearer for consumers to bring their own actions to seek compensation when they have been the victims of misleading or aggressive debt collection practices. The new rights apply to all types of civil debt collection, including parking on private land.
