Anyone tell me what I'm looking for?

Apologies for the vagueness, but it's all the info I've got.
Brother is into rowing and running (more rowing at the mo.) I'm told he's after a thermal long sleeved sports top (thicker than a tshirt, lighter than a fleece.) Not a compression top as they do him no justice at all, but tightish fitting. His wife thinks they may have seen similar in a Nike outlet shop, but unless there's a sale on Nike probably isn't in my price range. Can go up to £30 or £40.
If anyone can point me in the general direction of what the flipping heck he's talking about, I'd be grateful, instore or online.

From the running angle, it may be a base layer that you are describing. They are slightly thicker, warmer and can be tight fitting. Can be worn by themselves, or under other layers if it is very cold.
Looking on Google, Nike does have some base layer tops but they are either the compression types or I suspect maybe out of your price range.
I quite like the look of Helly Hansen kit and looked on Wiggle. Here is a potential buy:

I would try an outdoor pursuits shop, millets or the like. they sound like the tops we wear when we go walking and the good thing is that if you get the right type they dry very quickly as well.Happiness, Health and Wealth in that order please!:A0

Helly Hanson dry stripe. There about £25.00-£30.00 new but I got a second on Ebay for £10.00 and 2 used ones off facebook outdoors group for £8.00 for both.

I have a couple of these for football. I have used both Adidas and Nike and the Adidas ones tended to rip when you take them off (it is like you are wrestling yourself sometimes to get them off)
I did a price check here and it looks like you can get decent Nike ones from £12.50. You can get Sondico ones from Sports Direct or they have them in Decathlon cheaper but they aren't a "brand".0
