I guess it might actually be a small card table undercover as a chair, in the hope of catching the sitting tenant.
They can then question them as to who erected these garages in a place with no tarmacked vehicular access, although there is a sort of dropped kerb and a track, of sorts. It's all a bit odd.0 -
