I note that a lady is allowed a handbag as well as regulation size cabin luggage so with that in mind, is a man allowed a man bag/laptop bag as well as his regulation size cabin luggage? . thanks

Taken from Ryanair website, no mention of gender
You can carry one cabin bag weighing up to 10 kg with maximum dimensions of 55cm x 40cm x 20cm, plus 1 small bag up to 35 x 20 x 20 onboard the aircraft.
Even if you weren't referring to Ryanair, upon reading the airlines website all usually becomes clear:A:A:A:A:A:A0 -

Which airline? They all have different policies. I'm guessing not Ryanair because they make no mention of a ladies handbags, just a second small bag.0 -

Flippin eck, don't say that. Can you be sure? We haven't found anything to suggest that.0 -
