Reclaiming mortgage ppi

Hi in 2000 I got a mortgage with bank of Scotland and after a year changed to abbey national with better deal but had to pay a penalty to do it plus we had ppi attached to the mortgage
However after contacting Santander and royal bank of Scotland they have both said they cannot find any trace of a mortgage and I simply cannot find the paperwork ...found the life policies and bank statements dealing with it but no definitive to go on ....any ideas p,ease on how to progress 😩

Life policies are not Ppi.
Bank statement woild not show ppi..
