Chased for council tax on property don't own

Hiya, sorry if this is in the wrong forum, please move if needed.
A enforcement agent turned up at my parents house this morning to reclaim £700 council tax for a house in London.
My parents have never lived on London and don't own property other than the house they live in. The guy made a call and said the address was a mistake and sorry.
My dad was ID frauded three years back and I presume this stems from that. I spoke to the company chasing the debt and they said its from 2014, and my parents need to provide their council tax ref number and how long they have loved there etc which can then be passed to the council in London.
Pretty frightening for my parents, but I want to know if there is a way to see if there is anything else lurking out there which may be coming our way soon. Is there a way to check for your address etc been on council tax records for example?

Unless someone has specifically given the address to the local authority then the most likely way they found an address is from a credit search - if the address is still on the credit record then a correction note needs to be added.
