We live in a very hard water area and despite our best efforts at cleaning it, discoloured scale builds up under the WC's bowl rim, in the places where the water jets spray(downwards) when it is flushed.

When in Hungary recently, I noticed that the WC in our apartment, when the bowl was flushed, the water jets swirled the water out, in a circular motion around under the rim, so that it cleaned all round u der the rim.Not just poured water out from a number of holes in a straight line direct down into the water trap, as they do in our home toilet .

This seems such a good idea. Is there a name for this kind of circular cleansing action and is there anyone in the UK who makes pans which do this?

We have a similar problem with a downstairs WC off the utility room. Rather than a new pan, I use a powerful (hydrochloric acid) descaler/cleaner fluid called Zakol obtainable from the large online outfit named after a South American river. Much more MSE than a new lavatory pan!
