Its a nice idea, but unless you could solve all those problems within 5 years or so, you'd just end up with no dogs at all, except the ones bred by irresponsible people.

IMO, the way to deal with it is to make it much much harder and much less profitable to breed dogs, to put off those who are in it for a quick buck. The ones who do it for the love of the animals will carry on.

The government could close the puppy farms tomorrow if they wanted to, they just don't want to. :(

Exactly. Those people who would be willing to take part in a hiatus, as such, are probably the kind of people you'd want to see breeding dogs - whereas the dodgy breeders we'd like to wipe out would be rubbing their hands in glee at the extra demand they'll now be able to supply.

IMO it's much better to educate people on the difference of good breeders vs bad breeders and puppy farms. Teach people to ask questions, do research, get recommendations, trust their gut. Avoid the easy or cheap option and be prepared to pay the going rate for a pup that's come from health tested, well-researched lines, even if it means waiting a few months. Support the good breeders, and drive the bad ones out of business. That will have far more of an impact, and is far more realistic, I feel.
