Do we need to inform building control?

Morning,
We are looking to make a bit better use of our garage. It is a double with a roofspace. There is a dedicated staircase up, the area has been floored since it was built and there are even velux windows.
The idea is that we would make it more comfortable for use as a workshop. So we would put insulation and plasterboard up and probably put a radiator or two into the space.
Is this something that needs building control involved?

No requirement for BC if it's not intended to be a habitable space. It would simply be a warm garage.0
