Company offering UK business grants

A friend bought over the phone, access to a business directory and paid £189 first instalment with his debit card. He has been sent username and password but not logged in. I believe it is a poor deal and the material is available via the internet. Is it possible to
a) insist on a refund
b) stop the second payment
He has not used the login or password.

Do consumer rights for telephone purchases apply in this case

Their site has the following cancellation policy

"Usual cancellation periods do not apply due to the fact that our material may be copied much like software, all transactions are final and non-refundable. It is tax-deductible as a business expense."

    If it's a business to business transaction there are no 'consumer' rights.

    Cancellations should be covered in the T&Cs

    Only if the T&Cs he agreed to allow it.
