Last I heard ( a while ago ), Spain has no MOT.
It has an equivalent roadworthiness test called an ITV. Although only required once the car is more than 4-years old.

Pessimists see a glass half empty :(
Engineers just see a glass twice the size it needed to be :D

There is an EU directive on periodic road worthiness tests.

Each Member State shall ensure that vehicles registered in its territory are periodically tested in accordance with this Directive by testing centres authorised by the Member State in which those vehicles are registered.

Member States shall adopt and publish, by 20 May 2017, the laws, regulations and administrative measures necessary to comply with this Directive. They shall immediately inform the Commission thereof. They shall apply those measures from 20 May 2018

I would therefore conclude that every EU member has, or soon will have, an equivalent of our MOT.
