    Go back and ask again, as that simply doesn't make sense. The H-Bar signifies access to a drive, for which you'd need a dropped kerb; you wouldn't get an H-bar if you didn't have a dropped kerb.

    From my council's website:
    H bar markings are white lines that are marked on the road in-front of access areas. The lines highlight to other road users that they shouldn't block access to off-road parking areas such as driveways and garages.

    Are Guildford the council you asked or did you approach Surrey CC who are the highway authority?

    Isn't parking by a dropped kerb an offence?
    Do you have a mobile phone with camera?
    Take photo of offending car, and take in to local police station.

    or

    How steady is your hand?
    Do you have white paint?
    Can you draw an H-Bar?

    According to our local police (NWales) as long as you can still get on your drive it’s not considered blocked ie in our case a “difficult neighbour” was deliberately parking over half of our access/dropped curb but as we could still manoeuvre on using the other half police said that was ok. However we were/are to let them know if things change and we are unable to get on at all! (CCTV installed as evidence]. Since we stopped getting bothered by it they started parking further down!
