Best way to balance transfer while living abroad?

Hi all,

I have a Halifax Clarity credit card with approx £6k on it, APR is 18%. I have moved to Canada and am trying to find a way to reduce the cost of the card. Because I am no longer a UK resident I presumably cannot apply for a 0% balance transfer card (even though I still have a UK address and bank account)? Any other options? I'm not having much luck with personal loans out here as I have yet to build up a decent credit history.
