aldi at corporation st via PE had reduced in time from 3 hrs to 1 hr and 20 mins , just before they left , in the period before xmas untill a few weeks ago it was a fee for all as care parking had not set up there ANPR equipment
the currant signage states 2 hrs
and from memory it is NOT the land owner that has hired them .
further research with Preston CC will show you that planning permission was granted , if they provided parking for 3 hrs and the facility to leave the site and use local amenities .
tricky one this , as PE never took anyone to court on this site (inc myself) and care parking dont do court

Pappa Golf, the ANPR equipment was definitely in operation in this case as they have pictorial evidence of entry/exit.
So are you saying that planning permission was granted allowing private parking for 3 hours on the corporation street retail park, so Care Parking/Anchor Security Services Ltd.'s 2 hour max stay is in contradiction of this?
If Parking Eye/Care Parking haven't taken anyone to court, I'm assuming this is a good sign? Or is it the unknown, which isn't ideal?
What would be my next actions here?

18 mins qualifies you under the grace period rules , knowing that car park , and the amount of traffic I expect you had to drive around for at least 10 mins to find a place , and likewise on exit , in a que trying to get out of the site ,

driver is on your land without permission you should still
allow them a grace period to read your signs and leave
before you take enforcement action.

at a site if our compliance team or our agents ask what it is.
13.4 You should allow the driver a reasonable period to leave the
private car park after the parking contract has ended, before
you take enforcement action. If the location is one where
parking is normally permitted, the Grace Period at the end

Thanks Coupon-mad, they have an online form, I'll do that today.
Should I mention anything about the planning permission being subject to providing a 3 hours stay for patrons? Or include anything about the grace period (thanks again PG), as the newbie template only mentions signage.
