Or it might be solved with a simple email via resolver rather than hours of stress trying to get through on the phone/getting fobbed off/not getting through to the right person/having no record of what's gone on.

An email through that way is no different to sending an email yourself - an email which has already been sent. Anything sent through that site would only be quicker if the local authority decide to action them with any higher priority to the rest of the work they have.

It is a simple query that can easily be checked by phone (I've dealt with god knows how many similar cases over the years - it's a basic, straightforward, query for any local authority).
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

O/P as you are in receipt of ESA, you should check whether you have received the full council tax rebate that you may have been entitled to when you had your Council flat.
You are unlikely to be personally liable for CT when staying with other people, however, as others have said, why not phone the Council and ask them to explain what the bill is for and why they have sent it to you. Best of luck.

Yes I know, I've used Resolver dozens of times with a 100% success rate. Sometimes they go as far as an Ombudsman but it always goes in your favour since most companies are so incompetent they don't follow their own policies and procedures. The main difference between direct contact and Resolver is that they provide templated emails, they keep an audit trail, they ensure you are contacting the correct person and then escalate to the ombudsman or appropriate escalation point. If the matter is answered quickly you simply click 'end case'. No time is wasted.

If you don't like Resolver, don't use it. My advice was to the OP, not you.

A guy at work likes to solve things with 'a simple phone call' like you. 45 minutes later he's still yakking away on the phone during which time I've resolved 20 issues via email and/or chat. Generally when I'm leaving work on time he's looking at his inbox saying oh crap I'm going to have to work until 10pm to get through this lot...

But you haven't resolved 20 issues by email - you've sent 20 emails that could quite easily sit in an organisation's inbox for 2 or 3 weeks until they're actioned. As the OP has already emailed then sending another email will just go to the back of the queue.

As I pointed out several posts back its a straightforward query, no need to even consider a template email. A simple ' I've received a demand notice, which property is it for?.' is all that's needed, followed by 'I just live with my parents, it's not my house', if then required.

It would not am ombudsman issue anyway if the council have made a liability determination that might be wrong, it would fall in to the remit of the valuation tribunal.
