I might pay the first time but would tell him I did not want my windows cleaned again - he's probably trying it on, especially if he was paid before0

Call the police. Report him for trespass, criminal damage. Report him to trading standards ... Under the Unsolicited Goods and Services Act 1971, (as amended) it is an offence to demand payment for goods known to be unsolicited.
Install CCTV to catch him if he does it again.0 -

Just make it clear that you are not paying for his window cleaning service and if he continues to do so then let him, more fool him.
Just enjoy it while you can, I would love to get my windows done and not pay for it!!0
