Out of interest why don't all of these spammers get PPR'd, some do but others just appear to have their post removed but not banned?0

I think a certain volume of spam clicks removes the post , then a 2nd threshold ppr's

I'm not sure this is correct, unless there was a mass, instantaneous click by numerous members.
Because once the post has reached the first threshold of spam clicks, then the post is removed from public view preventing anyone else spam clicking it.
Unless you are suggesting the algorithm is somehow linked to multiple posts by the same user which all get spam clicked ... but that would not explain how a spammer making a single spammy post ends up being PPR'd
Perhaps its more likely that someone also reports a post, and that leads to the Forum Team reviewing it (as you know, removing a post from public view does not actually delete it entirely), and then PPRing the offending user after review?0
