Help To Buy ISA - First Time Buyer Definition

Hi,
Can someone please confirm who can be defined as a 'first time buyer' under the 'Help to buy ISA' schema?
I was a property owner until 1999, and have been in rented accommodation since then, does this mean i don't qualify for the scheme?

As you've owned property before (ever) you're therefore not a first-time buyer, see Q2 at https://www.helptobuy.gov.uk/help-to-buy-isa/faq/What is the definition of a first time buyer?
