So in layman’s terms you are asking if your girlfriends now adult age diasabled daughter can claim housing benefit to live at your house ?
Then she would need a rent book,inform both your mortgage company and your home insurance company.
Not sure if you would then by law have to have alterations done to your house to make it disabled friendly ( at your costs).
Be prepared to remove her from the house if she did not pay the rent !

As you've found out she can't claim Housing Benefit, but nothing wrong with you asking for a contribution from her as an adult. She has an income of her own and is capable of budgeting and prioritising expenses (assuming as you said physical disabilities).
I am disabled, reliant on ESA and live in my mother's house, as an adult I of course pay her for my keep.0 -

To be fair if she is claiming a high benefit income then I agree with OP if she really has no expenses or specialist tools/care items/services she has to pay for with her benefit and on top of that is rent free, warm food on the table without a worry in the world then why shouldnt she pay something towards it. Even if her health is going to get worse over age etc then worse case scenario you could take the money now as living expenses and paying her way but save it for emergency fund later in life. Just be careful not to exceed thresholds and get done for fraud.0

You said she's just turned 18 and is disabled so is in receipt of benefits, is she still in full time education?
Because if she is then she should be treated the same as your own children when they were in full time education ie did they pay rent out of a Saturday job or just when they started full time employment?0 -

As she's only just turned 18, is she still in full time non advanced education? If she is then her mother should still be recieving Child Benefit/tax credits for her. If so then this should be helping with extra things.0

Why? What is wrong with asking the daughter to contribute? Maybe not rent as such, but 'keep', same as his own children do?(AKA HRH_MUngo)
