Making External Payments from Savings Accounts?

Does anyone know of a savings account (not a current account) that:

A) Has high-street branches, and

Has online access, and
C) Will let you make external payments to other banks, not just internal transfers?

Ah - I'd only asked Lloyds so far, and found this:

"If making an online transfer, it can only be made to an existing Lloyds Bank account."

I've got no BoS near here, but I'll ask Halifax and TSB - thanks.

If they've got one, it'll be on their respective websites. TSB doesn't appear to have one so maybe try Halifax's website first?
