    If Iíve had an ISA for a while and not paid into it for a year after I withdrew all the money. Can I start it over again? And get all the same benefits?

    For Help to Buy if its still open then yes, but bear in mind you can't start it again with the £1200 first-monthly "boost", it'll now be capped at £200 a month.
