Phone cable running through window woodwork

hello,
i live in a property with a BT wire running through the woodwork on the window frame and over the window sill.
I am in the process of having my windows replaced and I am stuck with this wire running through. It was like this when I purchased the property a few years ago.
In terms of removing it, is it the responsibility of BT? It looks like a old box and cable but I think it still connect to the landline which is active and we use.
I have no choice but to remove it so i can replace the worn window and to be honest it looks really slightly. I guess that it was installed many years ago – my flat is a conversion.
Would I be liable for charges to have this removed? I assume it is the property of BT? Or can I have an electrician remove it but I would require a new cable installed.
Any ideas – many thanks
