Council Tax discounts

Hi all,
How come a council can ignore a government ruling about who is eligible to pay council tax?
Our last council excepted 2 out of 3 residents were not eligible to pay,our current council has ignored the government statement,went back to the previous council & only given 25% as thats what they gave, not realising thats all they would give anyway (despite the only person to pay had no income) saying that as an earner I have to pay, which as a full time carer I should not.
Any ideas please?

Why shouldn't you have to pay?0
