Not only does future MIL know how much the ring was, she knows his salary.

See : Matthew 20 The Parable of the Workers in the Vineyard

A Jewish comedian tells the story of buying his father a coat for £100. When he gave it to his father, his father asked how much it had cost, and reluctant to admit an extravagant purchase, said it was only £30. The following day, his father asked the son to get him another coat ; because he had managed to sell it for £50.

Why do you think the OP is the mother in law?

    Agreed.
As the OP's name is Lawrie, it's more probable that they are actually the future father in law.

I'm sure the daughter in question would rather have the actual proposal ring for £1400 than taking it back and getting it for half the price... sentiment had value in my eyes.

It's always worth asking the jeweller what they can do about it, I've had success in the past.

The worrying thing is the ring may have been on sale for an inflated price before the sale.

Why is that worrying....the in law didn't buy it . The purchaser is happy and so is the recipient

If stores are awkward about doing anything, then an alternative is exploring their refund policy - buy a new discounted product and take the old expensive product back.

But in this case, I would leave well alone and not say anything ever.

I seem to recall a rule of thumb that the engagement ring should be 3 months' salary. Is my memory playing tricks?
