Windscreen PCN from newham general hospital

My wife got a pcn from new ham general hospital. It says they observed car for a period of 5 minutes.

However the new pound coins wasn't accepted at the ticket machine and the app didn't work. So she struggled to pay. She however borrowed another persons phoned and made payment (we have a bank statement to prove it)

We believe the site has no cameras

What should I do . It was a company called serco

Is it headed up 'parking charge notice' or what?

Any appeal offered, POPLA? Any BPA or IPC logo?

You should always, always complain to PALS (Google them) re NHS parking charge scams.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Everyone is politely asked to read the newbies FAQ thread near the top of the forum before starting a new thread

Ok I got windscreen notice on the 7th of July but received no NTK.

I have emailed the pals team.

Should I appeal based on the details on the back of the windscreen notice?

When did you email PALS? Any response?
they have up to 56 days to contact you, so youre at the start of the period.

Dont ID the driver, if youve done ANY reading around you will see that is advice number 1 in every thread. Edit your posts above, if you can.

You need to follow the advice in the newbies FAQ thread and appeal using the blue text appeal with the intention of getting a popla code

You're probably past the appeal window for the windscreen ticket (usually 28 days), so I'd suggest just waiting to see if they issue a notice to keeper through the post - they have up to 56 days after the windscreen ticket (day 1 is the day after windscreen ticket) to get the NTK to the registered keeper.

IF the NTK arrives then send the blue appeal wording to hook a POPLA ref.
