    they are very often used in missed call scams where the ring is so short you have no chance of answering.

    I think that cost refers to the cost for the person whose number it is rather than the person calling it. Plus it is only if it is called from abroad.

    Don't be a victim in the numbers racket

    I received an unsolicited fax from The Fax Back Directory saying my number has been "sold" to them by Auction Adverts of New York and that it will be listed to receive adverts unless I fax back on a number starting 07005.

    What is this company and what is the best course of action?

    Fax Back Directory and Auction Adverts of White Plains, New York State, are one and the same.

    Auction Adverts is run by Geoff Evans who was fined £25,000 last summer by UK premium rate phone regulator Icstis. He was barred from premium rate (09) access and barred from faxback services. His lines were supplied by First Rate Telecom, run by Jody Rhodes, also fined and barred.

    But that was 09 and Icstis. Now Evans has migrated to 07 - high cost "personal numbers" where rules such as cost per minute and duration of call do not apply. Telecom regulator Ofcom, which polices 07, says "revenue sharing" (splitting cash for calls between content and line providers) is banned. But some transgress - how else could 07 make money?

    If you fax back, you could find, according to Lincolnshire trading standards, a super slow and pricey line that takes up to 30 minutes per sheet.

    So until Ofcom acts, you'll have to put up with Evans' junk faxes. But that's better than responding.

    2. Ofcom hereby determines that there are reasonable grounds for believing that 1RT Group Limited (‘1RT’) has contravened section 128 of the Act. Specifically:
    (a) 1RT has sent facsimile messages containing marketing material to telephone numbers registered with the Facsimile Preference Service (‘FPS’) without the explicit consent of the users of those telephone numbers, thereby causing them to suffer annoyance, inconvenience and/or anxiety.
    (b) The equipment used by 1RT to receive facsimile messages has been set and/or operated so as to prolong the length of the fax-back calls unnecessarily. As a result of this, the senders of return facsimiles to 1RT (a return facsimile is stated to be required by 1RT in many of its facsimile messages for it to stop sending unsolicited facsimile messages) have incurred higher charges for sending the facsimiles (part of the revenue from which is received by 1RT), thereby causing them annoyance, inconvenience and/or anxiety.
    3. The reasons for Ofcom’s determination are set out in the explanatory statement accompanying this Notification. In giving this notification, Ofcom has had regard to its statement of general policy on the exercise of its powers under section 128 of the Act.

    (a) 1RT has misused allocated telephone numbers in the 07005 1xx xxx and 07059 1xx xxx ranges allocated to it by Ofcom, by acting as both the end user of those numbers as well as the range holder.

    5.45 Although Ofcom recognises that the numbers used by 1RT are not premium rate numbers and that 1RT does not appear to be sharing revenue with the end users of the 070 numbers, Ofcom considers that the misuse outlined in the policy statement nevertheless applies. The cost of calling the 070 numbers used by 1RT is substantially higher than normal call costs and 1RT appears to be both end user and range holder of the numbers, thereby effectively sharing revenue with itself.
