brent council parking ticket

My OH got a parking ticket just over a week ago.
He wasn't parked on double yellow lines or on the pavement, yet the ticket says 'contravention 62, parked with one or more wheels on or over a footpath or any part of a road other than a carriageway (footway parking)'. It then says it was observed from 07.36am - 07.37am.

My OH is adamant he wasnt parked on a curb, blocking any pavement or anything.
If we was to appeal this, would they have to prove photo id or what not? surely this would show that he wasnt illegally parked!
Is it worth disputing it or just paying it to get rid of it?
2010 resolutions
1- get my 5yo DD dry daytime, with enuresis help dry since 12th Jan so far!
2-Lose 3 stone inc giving birth :j baby born 11/02/10! lost 2 stone, 1 more to go!

    OH got a couple of fines and always got the photo ID along with the fine.. he couldn't wriggle out of either of them..

    Was he parked in an 'entrance' ? " any part of a road other than a carriageway".

    Ask for the photographs but they may not supply without forcing you to the higher rate charge and asdudication. Then again they may.

    Ask your OH to take photographs of the exact location, edit them to show exactly where his car was parked and show them on here.

    Many tickets are issued erroeously but we have no hard facts as yet on which to base an opinion.

    Pictures of the PCN would also be of assistance but remove the details of the vehicle.

    We don't live in London, so can't go get pictures unfortuantly. Would google streetview do? Will scan the PCN onto computer. Will beat him for information and be back shortly

    Streetview is always out of date. However let it suffice for now.

    ok here is a picture of how it is set out, the 'pavement' isnt raised and he thought it was part of the garage property (where he was working that day), not a footpath. There was a skip and he parked up against it so he was out of the way of the road.

    Scan the PCN in, front and back (all the small print but without your ID details).

    Maybe there's a flaw with the wording of the PCN blurb on the back, which is fairly common. It's worth a look.
